Cannot figure out how to resubscribe to upgrade

I am looking to upgrade, and the link to resubscribe found on my account page ("Choose a new plan and start a new Paypal subscription here. The first month's charge is prorated.") gives no instructions whatsoever about how to resubscribe at the new rate on PayPal.
