facing error-The requested URL could not be retrieved

It seems you are behind a proxy that does not let the API call pass through or the proxy has restricted Internet access. Please contact your system administrator regarding this error.

but I couldn't identify then how other vendor's dll is working on this setup, but since their quality is not so good , going with this solution, if any else solution is there please let me know.
