Accessibility options

I've been trying to check the output pdf against some accessibilty checkers such as PDF Accessibility Checker (PAC) and eGovMon.

As I need the output for a government website I need to maximise use for people with special needs.

Is there any documentation or help you can give me for making these documents pass these accessibilty checks?
