How to create the PDF in specified format expecting by Blurb

Would like to know is there an option in HTML to PDF generate option to setting up the format as "PDF/X-3, Acrobat 4 (PDF 1.3)" .

This is the format that is expecting by Blurb , Print book generating tool

Do let me know how i can achieve this through PDF crowd , thanks

Pdfcrowd does not support this version of PDF. Sorry.
